The U.S. government announced a new rule which states that users are legally allowed to make modifications to the electronic devices they own.

As quoted from the Associated Press, July 27, 2010, the government approved a number of exemptions from laws which prevent restrictions that make users not allowed to access and modify the related matters of copyright.
It was also mentioned, every three years, the Library of Congress Copyright Office will also conduct the authorization of exceptions to ensure that the law does not prevent the use of materials that do not violate the patent.
One exception is allowed for this time is to unlock cell phone user to his device for use by operators who do not cooperate with the mobile phone maker.
For example, currently in the United States, the iPhone is only available exclusively through AT & T. However, with the unlocking, the user can make voice calls and EDGE data services through a network of other operators such as T-Mobile.
Other rules that allowed a user can now dismantle protection on a video game to investigate or fix security problems. Teachers, students cinematography and documentary filmmaker may open the DVD video protection to include the clip for the purposes of education, criticism, commentary, and other non-commercial video.
